How can I allow downloading?

I'm doing few articles for the newsletter on tips for managing tournaments and it would be really useful if I can create templates in Excel for downloading.

Any ideas on how to do this via CC in a secure manner?

Hmm, I don't get the question. What kind of templates, and why would you do it via CC?

maybe use google doc's then it can be open to anyone and you just paste the links in your article.. (but if memory serves me right you cannot copy-paste more than ?*?? columns/rows from google docs.. (not sure about this)

Just to clarify - if you look at ther last couple of newsletters, there are excel spreadsheets and macros in some of my articles that simplify the running of tournaments - and it was suggested that they be made such that they can be downloaded for use by anyone.

Thanks for the suggestion of Google docs - I'll find out more about them

If you're saying that you'd like to be able to have people able to download things from he newsletter (the spreadsheets, etc), then the most practical way I can think of would for Andy to allow attachments to be enabled in the Newsletter Forum, and into the public one as well. If this is what you're wishing to do, talk to Victor Sullivan, the Newsletter Executive.
