scores & ranks not matching for some freemium

Hey I was just wondering, when you look at the scoreboard, why a few freemiums have ranks that have nothing to do with their points? like "lieutenants" with +2600 points?

are theese busted multis or something?

Could it be possible they don't have enough finished games to be able to reach that rank?
