What is Cheating?

There is a lively discusion in the game. Currently a player is throwing a game because I offered a truce. He thinks this is against the rules. So now he his suiciding on me.

However the rules state no "Secret dipolmacy"

Any form of diplomatic discussion between opponents must be posted in the game chat in English or in a language that all opponents understand. Diplomacy includes, but is not limited to: proposing truces, negotiating alliances, and coordinating assaults.

If this was illegal then the title should be No Dipolmacy...

So for clarification, what are the rules as defined by the moderators,
Thanks

Offering truces in the game chat where all players can read it is 100% legal.

Edit: use diplomacy at your own risk, backstabbing a truce is also 100% legal

Great reply. Truces are a normal, legal and valuable part of the strategy, as is breaking a truce.

The player throwing the game is clearly an idiot.

Secret diplomacy is making truces or exchanging information/advice related to a game outside of the said games chat. Nothing you say in game chat can be secret diplomacy. Hope this clarifies.
