Ratings question

Should a probation period be given to new players before they can leave a rating? When I was very new I had some power with a tool that could harm someones ratings. Some care and some don't about leaving or getting ratings. A high rating is a requirement for some qualifications. When things are slow I like to read some of the ratings given and have a laugh.
