why are there so many duplicates of games in the 'join a game'?

because some people start up many types of the same game at the same time. they like the settings and map so why cahnge that? hence the multiples of the same map/settings started by the same player.(the first player)

makes sense, but it makes it really hard to browse games with 16 instances of the same game created by the same person.

Best thing to do is use the "Game Finder" button instead of "Join A Game". That way, you can decide what you're looking for, and you won't have to browse through pages and pages of crap that you don't want.

Go to Game Finder, check off "waiting for players" and "Public" and then any options you're interested in. Want to play on a specific map? Select it. Want to only play 7-player games? Then put a checkmark on 7-player. Want to only play with Flat Rate spoils? Check Flat RAte. And so, on, and so on. You can be as specific or as non-specific as you want to be. Much better than the "Join A Game" button, where 2/3 of the games are Quads or Freestyle or Das Schloss or some other unplayable crap that only benefits farmers.
