OK, I've looked all over and asked questions but I still can't find an answer- what exactly are the "claim" areas on the bottom of the World 2.1 map? Is that considered a region with attached spoils? Is the Chilean Claim part of S. America or what?

nebsmith is correct. Those regions are not part of any bonus zone and you do not receive any bonus troops for holding them.

It relates to who actually "claims" that territory in the real world. It may not be 100% correct or accurate as regions claimed by exploring nations can get quite convoluted, but certain countries claim parts of the antarctic as their own...this map just reflect that. However, as stated above, they don't actually contribute to any of the bonuses...
