Can you specify the game?
I'm sure we could give you a better answer.

Each turn in which you take a territory, you get 1 spoil. The colour of this spoil is selected randomly. The territory name on this spoil is selected randomly as well. Depending on the number of players and the size of the map, territory names may or may not appear multiple times simultaneously.

HOLD THE PRESSES!

"simultaneously" ???

Are you saying that two players can hold the same territory at the same time??

In a nuclear game, just because I hold a card , Say Jakarta, I can't rely on some other player not having it "ALSO" ???

I thought that the remaining card were given out randomly, that I could actually get the same card back right after playing it, but never realized that the same card could be held by two people at the same time.

Is this all ture???

yes this is true(that you can hold the same card as another player) BUT
this ONLY applies to small maps where there are not enough country's for 8 players to have 5 cards. Think doodle earth. if you player world 2.0 you will never have this problem.

if you need more info, search if your friend, or if you cannot find a post about this from my hand, ill try later. got to run

slightly different, if the total number of spoils is higher than the amount of territories, there has to be a double territory spoil. If the amount of spoils was never higher than the amount of territories, there won't be double territory spoils.
This actually increases the chance of getting a spoil back directly after handing it in, since it only selects a random territories from the ones not handed out yet, and if there are a lot of territory spoils handed out, that pool won't be large.

**edit** fastposted.. But I agree with sirsebstar
