I wasn't really sure where to put this, but I'd like to get a premium account. However, I want to start under a new name. Can I arrange to have this one deleted after I start my new one?

Nope. If you create another account they will both be banned.

but if you then pay another $25 i think they'll let you come back, maybe with your 2nd account

I think this is more of a Q&A ordeal, to be honest.
