first, don't try for one territory just because you like its name or you're from there. If you want to win, take territories based on strategy and risk. If you want to hold Russian territories no matter what, play the Soviet Union map.
second, "i dont intend to attack you", is NOT a good strategy for 1v1 (2 player games), and don't expect your opponents to follow it. If you want a defensive game, play a large game (at least 4 players) with no spoils or flat rate spoils.
third, (kind of combining the first two) you can't use diplomacy in 1v1. All the other person has to do is kill you, he doesn't have to worry about other players. If you want diplomacy, again, play a large game with no or flat rate spoils

I could go on for a while, basically if you want to win, stop limiting yourself, play the whole map, and play it based on your drop not what you like (north england/russia).
Don't post in caps if you want someone to do something, and don't try to get someone to do something (diplomacy) in a 1v1 game.
