"ran out of time"

Is it considered cheating if a player (in a nuclear game) deliberately rans out of time after attacking sequence, in order to avoid geting a card? If he did get a card he would probably be forced to nuke him self, so that is why he's done this.
I'm thinking that this is something that should be considered, and maybe changed in the game engine. If player has conquered a territory he should get a card no matter if he ended attacks or not.
What are your thoughts on this?

not considered cheating though i agree it is kinda cheap. Rate/Tag accordingly and foe him if you want

There's no "kinda cheap" about it. He's exploiting a loophole in the spoils system. Before nuclear spoils, not receiving a spoil was a "punishment" for running out of time. Now it can be used to one's advantage. In my opinion, that's cheating, just in a way that's ignored/endorsed by CC.

wouldnt it be possible then to edit the spoils system to give timed out players a card after they attack but only in the nuclear spoils option?

There is currently a suggestion for a tweak in the system to prevent this exploit of how spoils are suppose to work.
