missing turns in freestyle games

I'm new to freestyle games. When someone misses a turn in a freestyle game, are they the one who is blocked from going first in the next round? or is it the last person to actually play? What if two people miss a turn in the same round?

it is the last one played, if you miss you can directly play after,
if you run out of time you have to wait, if more players run out of time they all have to wait unless they run all out of time then all players can start immediatly

Thanks so much. I am playing a 4 player game and two are about to miss the first round. Its nice to know who will and won't be able to play first
