Define "nice"

The way I see it any level can be a nice player and any level can be douchey players.

i dont think rank defines how good of a player you are. Some great players have low ranks and some bad players have really high ranks...

Spot on. Though in general rank is a decent indicator. Unless you farm then your rank means nothing.
