No they don't. There are several discussion moderators, and they can all be on at different times. Besides, the aim is not be on all the time and look at a post as soon as it is made, but rather to check through posts each day and "moderate" them.
There are also plenty of other moderators around who may be around in discussion forums, and they can keep an eye on things. The odds are that if a wrong post is made, it is dealt with very quickly, I'd say well within 12 hours.
