Are Spoils (cards) random?

so i brought up this question in a game...

Robinette: hey, is it possible for 2 people to be holding the same card?
in otherwords, are cards completly random, or are they selected randomly from a deck?


AAFitz: unless they changed it, two people can hold the same card
have to double check that though...just had this conversation and never researched it


happy2seeyou: I thought only one person can have a card.


I would imagine on very small maps, you could run out of cards if they only became available after they were turned in.. but on normal and large maps there would be plenty of territories for there to be only 1 card per territory...

It would make for an interesting strategy element in NUKE and ASS games if the cards are NOT totally random, and only 1 of each card exists...

Does anybody know for sure?

I cannot find the link again. i dont have the time. But we got into this subject before and reached some conclusions.
If the map is big enough for everybody to draw 5 cards and still not overdraw on the set, then only 1 set is being used. meaning, if you hold a country in nuclear, you are pretty safe till you blow yourself up. Doodle e.g. allows several sets so the same card to be drawn.
other then that cards are randomly drawn out of the set, but within the use of 1 set there are no doubles.. it is possible to use a card, and at the end of the turn get the exact saem card again (maybe with a different colour)
i am in a bit of a hurry now, but is this enough?

Yeah, that's still my idea too.

If you get a spoil, it's taken randomly from the territories that are in play the least. Which means that if there are more territories than there could possibly be spoils, double cards won't occur. But on 8-player doodle, it's even possible to have 3 spoils of the same territory.

I can't remember who it is but someone had in their signature something about holding 3 "Europe" cards on Doodle Earth.
