Let's give a round of applause for the guy who's suggestion allowed for the creation of many CC maps:

An option when creating a game could be to include neutral players who get armies placed on the board but never act (much like a player who joins a game, gets placed then resigns)

These add a different dimension to the game and would be easy to impliment
