Let's say I have all of North America, aside from one neutral-owned spot. Do I get the troop bonus for owning this entire continent regardless of not owning 1 of the areas? I ask because I'm at a table now where something like this has happened and according to my math, I am getting the bonus for it.

No, you have to take the neutral territiry to get the bonus.
