Is this considered secret diplomacy?

In a game a player and I decide to form and alliance to try to eliminate a large threat. We have discussed in the game chat that we should form an alliance, and all players in the game are (if they read the chat) informed of what is going on. My question is this;

Is it considered secret diplomacy to discuss the details of the truce outside of the game chat ie:private msg. Eventhought we have publicly declared an alliance?

Yes.
All chat regarding alliances/truces must be conducted in game chat. Pretty much all talk regarding the game should be.

Just for the record I have never used a secret diplomacy tactic. I just wanted to see if this particular method was considered against the rules. Thanks for the info.

16. Can I make an alliance or truce with another player?

Yes, but you must conduct all diplomacy in the in game chat.
