You get multiplied armies on any map after missing a turn. If you miss one turn, at the start of the next turn it will multiply your armies by 2 (to account for the previous round and the current one). This is to make sure that people can have some flexibility and miss a turn or two but not be out of the game.
If you see a person is missing a turn and they are holding a continent you can break, you might want to consider it! If you don't do that they will also have the continent bonus doubled when they return, but if you do break it they don't get the continent bonus for either turn.
