I don't believe so. It's a question of perception. For instance, I know that I have a couple of haters on this site and that's fine, everyone has one or two. They're irrational people anyway. However, if I was to become the owner in the morning, I think those couple of people who don't like me would cause crap for me. My strongest motivation would be the idea of starting out in a neutral position to everyone. It's like automatic respect. If you're a good player, going back to noob status shouldn't make a difference. You'd get your rank back in a couple of weeks. I know all I had to do was play a bunch of escalators and I'd be a major within days. I can't see that as being a motivator.
Why would you want a lower rank just to steal more points from people? Sounds kinda dumb to me. I mean when you have your points, you have them. The goal is to retain them and move up the ranks, the goal isn't how many points you can take from someone.

It isn't about whether he has the motivation to steal points. It is about the effect he has on other players as his rank shoots up, as in his opposition are all having to face a striper who might, for all we know, have a brigs ability.

How many games where played and for how long? Now the problem I have, what if the original account is still playing games as well? Then that contradicts the site rules which Admin and all players should abide by shouldn't it. So what's the original account?

That s what i asked for in suggestions at some point, or even low stakes games.
Then I just got bored and just started tons of 1v1 speeders vs any low rank and lost 1000 points in 3 days lol. You can do that too mister C, then get your rank back!
