is there any way to counter it to perhaps make it a little more balanced, add a few more neutrals?

The map's creator (DiM) has stated that there will be NO changes for the forseeable future. All suggestions have been incorporated into the Age of Magic map (chapter 2 of Age of Realms). Come 6-8 months from now, he might revisit the higher neutrals/auto-deploy on castles options.
