CAN U CLAIM CARDS FROM PLAYER WHO HAS BEEN KICKED OUT OF GAME DUE TO MISSING THEIR TURNS?

You can if it's a terminator game, or if it was your teammate. In the terminator game, you have to kill all of their troops; in a team game, the cards go to the next person on the team.
