Can 2 people be targeting each other at the same time? Just wanted to know.

Yep. But only if there's only 2 players left in the game (e.g. 3 player game and one guy deadbeats).

Not if there are still more players left? Is it possible for them to target each other from the start?

It is not possible for two people to be targeting each other unless someone deadbeats.

It is supposed to loop [6 player game] in such a way that:

A goes for B who goes for C who goes for D who goes for E who goes for F who goes for A. Visually represented by:

A --> B --> C --> D --> E --> F --> A

NOTE: This does not mean that these players have their turns in this order.

For each player fewer than 6 - simply remove the section prior to who goes for A.
