Need help with strategy. Where to deploy?

I have 2 armies to deploy.
I need to take 1 territory.
I have a one directly next to it and then a 3 2 places away from it with a 1 in between.

say i need to take siam. i have 2 men to deploy. where do i deploy?
(a bad picture but couldn't post the game itself for obvious reasons)

Statistically it's probably better to take the 2 territories, plus strategically it'll give you extra armies per turn if you have 10 or more armies.
