It's my turn right now--want to attack outer wall 2 from gate 2...although this is shown as a bordering territory it's not one of the options for me to attack in the dropdown--what's going on?

There are arrows showing that as a one way border, and that additionally the walls can attack each other over the gate. You'll have to take the stairs to get up, which means one of the ward spots.
