Did ES make an analogy here? I must have missed it, he simply stated that usually the defense is, he did not use the old one anymore, and in this case the guy got caught having played with both accounts, recently....
I have an issue with your post, and that is that the number 1 rule is, thou shalt not have a 2nd account, for any reasons. no exceptions. Its what you actually sign for, when sighing up. its not that hard or difficult to understand. if the guy wants to close a first account, he has to be aware he has a first to begin with, and started a 2nd. thats a nono, right there. There are various ways to get the info on your old account back, but making a second account and then playing games with it, is just basicly dump and against the rules.
now to continue with the next part. CC has early on made the call that is you pay for your account, you are more likely to be the owner of the account, and you would not want to start more then 1 account. Obviously, some people do, but on general this is true. Hence, if you get caught with more then one account, your (usually) oldest can be allowed to continue playing if you will confirm sole ownership and pay 25 bucks.
Its the soft side of a hardline rule.it is also because of that that any way to circumvent rule 1 it by saying stupid things(in defense) still is stupid of the perpetrator.
In general i think its a good and valid way to try and keep multi accounts/cheaters to 1 account.
