Tournament organizer demands

Can a tournament organizer demand that there are no truces allowed in his/her tournament?

Yes. For my School's Out series I actually word it as follows: "Alliances of any kind (aside from attacking the obvious leader) are not allowed." You may do the same or similar if you wish.
