That depends:
Unwritten Rules

Obviously any gross abuse of the game is forbidden. This includes but is not limited to: throwing games or deliberately benefiting from thrown games, intentional deadbeating, holding players hostage, serial teammate killing, hijacking accounts, systematically "farming" new recruits.

In general no this is not allowed.
In certain cases if you are going to loose anyways, you can prevent a greater point loss by preventing an other player to win. In tournament games you can sometimes use a suiciding tactic to ensure yourself a tournament victory, although most tournaments are structured to avoid this and it always pays more to win.

You can also simply take a player out because you dislike him, or someone can do this to you because they dislike you. If this is contained to a single game (and you are not following eachother around) then it is not considered gross abuse. Diplomacy is part of the game, and if you are very undiplomatic you can expect to be taken out, one way or the other. That part is within the game rules.

A word of warning. Trying to balance on the edge of what is allowed, is intentional. Intentionally causing aggravation and abusing the game or rules to make an unpleasant environment for other players is a sure way to get yourself banned.

Thanks. I am asking because someone is using the threat as a way of blackmailing me into leaving his territory and returning balance to the game... Round 86, with 30-40 rounds of a 3-person stalemate. I think given the circumstances, he is probably ok, though given that his throwing the game would make him lose even more points than otherwise, if I complained I might be legit. Thanks for the clarification.

He can use all the threats he likes to make, including getting you banned if you do not comply to his every wish and give him a footrub.. Myself, i would not discount someone announcing a suicidal move, but the majority do not follow through.. but some do...
It is a valid tactic, albeit of the low quality...

suiciding as a tactic in your game however is legit. If he got into the game knowing he would face you and do everything to kill you, well thats punishable... Suiciding read attacking your big stacks with his because you did not budge when he told you to.. thats legit. its also legit for you to kill him, ignore him, threathen to kill his stacks in retaliation or promise the moon...

okay so do not flinch. most people do after a while. they thend to make a move, and it kills them. keep in there and you might get victorious. be the first to move and you are dead..
