Is there a rule against killing all neutral armies in 1v1?

I recognized my go at the points was dying, so I decided to make things easier for my opponent by deploying and ending. Naturally, after two rounds of killing neutrals I was like "f*ck this shit, Ima rampage". Who wouldn't? But that's not the point. The point is, this guy is keeping my 4th game spot occupied, and the only seeming reason would be that he wants to "conquer the world". I've seen this concept fly by earlier, so it's well possible this is in the wrong topic or forum, and I remember referring to it as "jailing" someone. Keep em locked in the game.

It's annoying as hell. What do I do (besides buying a premium account)?

Unwritten Rules

Obviously any gross abuse of the game is forbidden. This includes but is not limited to: throwing games or deliberately benefiting from thrown games, intentional deadbeating, holding players hostage, serial teammate killing, hijacking accounts, systematically "farming" new recruits.

How long should the "hostage" time be for this to be an offence?

2. It looks like he'll just be taking neutrals for 1 turn, so nothing will probably be done about it.
3. Prolonging a game that is going to be won is called Keeping Someone Hostage and can be reported in the Cheating & Abuse forum.

2. two turns to be precise, there was absolutely no reason for conquering the neutral armies during turn 9.

no there is no rule against killing neutrals, but taking a player hostage is something else... Anyways, my advice would be to leave appropriate ratings and FAMO, Foe and Move on.
