Monster map: Shields

So my friend and I are exploring the monster map in a 1 vs 1 enviroment.
The question of shields has come up in our game.
In the lower portion of map in text it clearly states "shields reset to 8 EVERY TURN", yet the other player had attk two shields, one down to 3, an the other down to 1. He broke thru neither obviously and wasn't able to get to the wizard.
The next turn came around and there was no reset. They stayed as 1 & 3 shield neutral respectively for several turns until he punched thru later and took the shields, and one of the two wizards.
THEN (and only then, after he took it completely) it reset to 8 for me to bust thru.

So in review:
1) is this how the map was intended?
2) if so, why does it say the shields reset to 8 "each turn" when clearly that isn't so.

Either a) text on map should be changed
b) this is a bug and not the way it's supposed to be
or c) I'm missing somethig, which I don't think is the case.

Any help or comments greatly appreciated.

Can you give us a game number to further explore the issue with?

1) This is how the XML works. Someone has to own the shield before it resets. So if someone knocks it down to 1 or 2 troops, or a nuke hits it, it will remain so until someone conquers it.
2) This is more than likely a error on the map legend. So A ) The text on the map should be changed to - "Will reset to 8 if owned"

Edit** This has been spotted. Apparently the foundry is working behind the scenes with a few minor tweaks to a few maps with killer neutrals on the map that are explained the same way on this map.

I agree - clearly what's stated on map text isn't true. I just wanted to be sure I hadn't missed anything.
It's misleading and inaccurate if how it's set up is how it was intended.

i bitched about this a while ago and the answer i got was 'that's how killer neutrals work'

yet nowhere on the map does it say those terits are 'killer neutrals'. if it did i could then go to the Instructions tab to find out more about them

so this not a bug, just sloppy work from the Foundry

I agree. It's clearly stated on the map "resets every turn". Had it said "resets to 8" then it's an easier assumption. But bcuz it states otherwise your lead to believe something that's not true.

Who's in charge of maps / the foundry? What's the next step / person of contact to complain. Obviously if greekoaks me and north kennea all complaining I'm sire there are others who think it needs to be edited. It's a small change.
