What happens when a player misses Round 1 in a manual game?

A player is about to miss Round 1 in a manual deploy game I am playing and I am wondering how that works. Does the player get those 20+ troops deffered after he makes his move with the 3 troops for that turn?

the game engine automatically drops it so that every one of your territories have 3.
