Is purposelly inviting players who didn´t sign up for the tournament into a tournament game a form of cheating? What sort of disciplinary measure should be taken if I can prove who invited the players?

ALL tournament games are password protected, but once you're in any game with a password (tournament or private), you can invite anyone else to the game.
And yes, as an organizer, it's up to you whether you want to immediately kick the offending player out or give them another chance. Either way, the game can't be dropped and will probably have to be remade in order for the tournament to progress.

now that i think about it. foelists would work, since the participants forumpost would also be invisible...so they cannot sign up(since you cannot read their entry), unless you allow them
