What's with the red circles?

I installed clickies ages ago, and never turned it on, never used it, including, didn't use it today when the crazy circles and popup windows started.

Bob Menu was telling me to install an update, so I did... but are you saying these updates are forcing stuff to show even if you have the tool turned OFF? That sux!

I checked.. everything was turned off.
