I played with the guy last year, it was City mogul freestyle. He got the mall and manor, didn't end, ran out of time, and WON

How?

When you hold the objective you win as soon as you start your turn.

he didn't even start his turn!!!!!! Look at game log carefully, it says he won the same second he ran out of time! How can this be possible???

He did start his turn. It just doesn't show that on the log when you hold objective.
He ran out of time so could do the freestyle loophole double turn (now closed) and when he ran out of time started turn.

It actually doesn't matter too much about the double turn in freestyle on an objective map.
Some players can start turn very quickly after you start yours (nudge, nudge, wink, wink) and win anyway
