Card set estimate provides an estimate of the number of armies a player may receive as the result of cashing in a set of cards on the next turn.
It takes several things into account:
Firstly, most straightforwardly, the number of cards the player has:
0 - card set estimate will be 0 - no set possible
1 - card set estimate will be 0 - no set possible
2 - card set estimate will be 0 - no set possible
3 - card set estimate will be greater than 0 - set possible
4 - card set estimate will be greater than 0 - set very possible
5 - card set estimate will be greater than 0 - set certain
After that it factors in what kind of game is being played - flat rate or escalating to consider the likely value of the set.
And finally it considers how many territories are held on the board, since a player having more territories will have more chance of obtaining the two army bonus for a particular card when it is traded in.
At least that's how I remember it
