Card set estimate provides an estimate of the number of armies a player may receive as the result of cashing in a set of cards on the next turn.

It takes several things into account:

Firstly, most straightforwardly, the number of cards the player has:

0 - card set estimate will be 0 - no set possible
1 - card set estimate will be 0 - no set possible
2 - card set estimate will be 0 - no set possible
3 - card set estimate will be greater than 0 - set possible
4 - card set estimate will be greater than 0 - set very possible
5 - card set estimate will be greater than 0 - set certain

After that it factors in what kind of game is being played - flat rate or escalating to consider the likely value of the set.

And finally it considers how many territories are held on the board, since a player having more territories will have more chance of obtaining the two army bonus for a particular card when it is traded in.

At least that's how I remember it :)

If you want more accurate mathematical information check out tahitiwahini's post in the original BOB thread dated 28 April 2007 for detail of the calculation. The original BOB thread : BOB version 1.2 [was CC Greasemonkey script - unofficial].
Note that the original BOB thread is now defunct.

The current BOB thread is here: AJAX BOB.
Please post any future questions relating to BOB to the current thread.

I usually ignore it. It seems to be a Way-out in its estimate. Unreliable :!:

I ignore it too - but it's there and does it's thing and spits out numbers...

Really what you should do - is think if Flat rate - expect a 10 set when they have 3 cards...

If escalating - expect people to have a set at 3 - and what can they do with the current cash in value...
