Punishments

Can someone explain what the punishments actually mean when someone is found to be a multi or a secret ally? I understand blocking two people from playing in the same game, but I am unsure of what banned and stripped actually entail.

The punishments vary a bit for secret alliances, but basically, it goes like this:
You will be blocked from playing with the player(s) that you were found guilty with, and, in more extreme cases, a score reset and have your premium membership stripped.

Multiple accounts is pretty standard: You are blocked from starting or joining ANY new games, and you are allowed to finish the ones you are currently in. If you have premium, it is stripped. You are allowed back on the site when you purchase a premium membership for one of the accounts.

What if you have a second account but then never ever play both accounts in the same games?

Then you're not cheating in any individual game, but you do have multiple accounts.

Or rather: I guess you'd be cheating against the business rules of conquerclub.com because you should then have purchased Premium, but you didn't cheat against the rules or spirit of the game of Risk, and no other player gets any unfair disadvantage.

Anyway: This would be against the rules and wrong, on that there can be no argument, but what would the punishment be?

It does not matter what the multiple accounts were used for. No multiple accounts means no multiple accounts means no multiple accounts, regardless of what they were used for. Punishment is the same.

What if you stopped using one account totally and started a new one? Then you technically aren't operating on multiple accounts.

Nope, against the rules. Each person is allowed one account, period. Not one active account, not one account per game, just ONE, SINGLE, account.
