Separate the forum ban and PM ban features [Rejected]

Specifics:
This will improve the following aspects of the site:
Basically I'm requesting this because there have been a couple of instances where I've tried to invite a player to a game only to find out that they have been put on a temporary or permanent ban. I have invitations sent out to two players right now for an 8 player game and I don't believe that they can see that they have been invited.
This not only makes it inconvenient for me as it is proving difficult to get a hold of them, but it also holds up everyone who has already accepted the invites.
- Make it so that when a player is banned from using the forums they can still receive PMs.
Specifics:
- The most important thing is that they be able to receive PMs. Having a player be able to receive PMs is the most critical element though I personally don't see why we would need to ban a player from PMing at all considering the ignore list feature.
