Block IP Adress from Account Creation

Well you can bust them but you can't keep them from coming back ;)
I suggest that hunters can ban accounts being created from a certain IP adress so people cannot just keep making accounts

Of course they can, but that ip block does not work if one uses a proxy, which manimal obviously is.
