Don't allow to bombard neutral territories with 1 army

Don't allow to bombard neutral territories with 1 army in "no spoils" games:
  • Remove neutral territories with 1 army from the drop-down list of territories that can be bombarded.

Specifics:
In no spoil games, bombarding neutral territories with 1 army is pointless. If the player loses the roll, he loses also one army. If the player wins, the neutral army is replaced by another neutral army.

Experienced players avoid bombarding 1-neutral-army territories, but newer players (or even experienced players by mistake) will do, risking to lose their armies for nothing.

This will improve the following aspects of the site:
Players won't lose armies pointless by inexperience or mistake.

Hum... didn't think about it (I mainly play no spoils). But now that you mention it... isn't that an exploit that should be removed?

Ok, but anyway my suggestion is still valid for no spoils games ;-) so I just changed it a little bit.

A moot point, since alterring annihilation results is a small consequence in a no spoils game. Live and learn. I still get a chuckle thinking about the player who posted "the bug report" about a territory he had bombarded for several rounds that would not submit... regardless of how many times he had the winning dice.

HA HA HA HA HA HA! he heh!
