Thats not enough time to legitmately play a turn in some cases, especially escalating World 2.1. Also, slow players like my dad (he doesnt play anymore which is why i can post this) take longer, I have witnessed him once taking the entire hour to make a move, and it wasn't even on World 2.1

This is also a strategy used in some cases so the player doesnt get a card.

Or you occasionally hit Begin Turn, but something requires your attention for a short amount of time (but not longer than the hour you're alloted).

I've seen it a few times.

It's usually a newbie that doesn't know to hit "end fortification" or someone weak that wants to take a territory but still leave themselves without any cards so they're a less inviting elimination target.

I know I did that a few times when I first started.
