Make the ranked games official somehow

* Suggestion Idea: Perhaps just a sticky to announce they exist or something would be sufficient.
* Specifics: Could use an announcement, or a sticky at the top of callouts, to link to the three or four sets of games that are currently available. Major Games, Captains games (cc2000games), or Officers mess(Golden flower rank games) and seargents game(edited, thx rebel)
if other ranks want to get together, thats fine too of course... but usually the groups allow any rank minimum and up, so it isnt as necessary...
* Why it is needed: The games are hugely popular, and I know not everyone knows about them. Ive had players pm me after months of being eligible, and Ive mentioned them to players that similarly did not know they exist. At first I tried to send out pms to notify of the cc2000 games, but theres just too many now. I guarantee there are players that have no idea these games exist, and will enjoy them when they find them.
If this is premature because of the forum update, I apologize, but if its a ways off, it might be nice to let the players know the games exist.
Priority 1 (simply because it would require almost no time at all. A simple announcement might just reach the majority.
