Using IE6; all army strength colors start out clearly legible, but later all but red and yellow become dark shades and hard to read .

Browsing some other players' games, I notice some almost neon like shades.

Please fix so all army strengths are clearly legible all the time.

Otherwise the whole design is very impressive, but this one issue spoils the fun quite a bit.

I'm pretty sure the colors used for the armies are constant. Perhaps what you mean is that the colors look brighter or darker against certain backgrounds?
