Suggestion: Deadbeat Reduction

Suggestion Idea:
Ways to reduce deadbeating and clock abuse
Specifics:
How about setting up instead of 3 consecutive turns in a game deadbeating 3 missed turns total. so say a player makes a habit of clock abuse he would take one turn off get a double reinforcement and then take another turn off. Using the new method of missing a total of 3 turns in a casual game would result in the loss of the game. This could be expanded for Speed Games but I dont' think it needs to be overly increased maybe 5 turns.
Why it is needed:
This would cut down on deadbeating or the time lost to deadbeats in a game and would prevent most forms of Clock Abuse as then the players would only be able to abuse the clock twice in a game.
