something like - you need a positive ratio of positive to negative feedback to leave negatives, and you can't leave more negatives than you have received positives.
this would stop muppets spoiling the system by leaving everybody they play (totally baseless) negative comments, and would reward players who play well and sportsmanly (who, i'm guessing, are the kind we'd like to attract to the site) by allowing them to leave as many as they like, assuming they are getting plenty of positives.
