Against (1), the bubbles are on the map, not in the code. So if the map does not have bubbles, it would just be blank, and on some maps you'd have a hard time telling what was a country and what wasn't.
Against (2), unless deployment is also hidden this won't matter because you can always do the math.
What currently shows is:

2007-10-31 16:40:23 - Player 1 receives 3 armies for 8 territories
2007-10-31 16:40:48 - Player 1 deployed 8 armies on ?
What you are asking for is:

2007-10-31 16:40:23 - Player 1 receives 3 armies for 8 territories
2007-10-31 16:40:48 - Player 1 deployed 8 armies on ?
In order for it to have any value, you need to hide deployments to unknown territories:
2007-10-31 16:40:23 - Player 1 receives ? armies for holding ?
2007-10-31 16:40:23 - Player 1 receives 3 armies for 8 territories
2007-10-31 16:40:48 - Player 1 deployed ? armies on ?
Of course, how could you know Player 1 has 8 territories? Should hide that too:
2007-10-31 16:40:23 - Player 1 receives ? armies for holding ?
2007-10-31 16:40:23 - Player 1 receives ? armies for ? territories
2007-10-31 16:40:48 - Player 1 deployed ? armies on ?
