Why is it the case that people can get varying amounts of armies to reinforce on the first turn? There are maps where everyone starts with, say, 12 or 13 territories, so if Player 1 takes one territory (out of 12) from Player 2, then P1 gets 4 extra armies and P2 only gets 3! Could it be possible that everybody gets the same amount of armies on the first turn (plus any continent bonus, if applicable), otherwise it discriminates on players who start last and could have been attacked by five other players.
