New Chat plugins

* Specifics: well the chat we have now can support various plugins. ranging from throwing dice to trivia game questions.
* Why it is needed: just for fun
* Priority** (1-5): 1.
**Note**
1 = Bottom of 'To Do' list
5 = Urgent, implement with next update
and one more thing about the chat, lack please remove the timeout messages. they are annoying.
