[PANEL Interface] Add Continent Inspector

One of the things I miss from BOB in the panel interface is the ability to mouse over the continents and see all the territories composing a given continent highlighted on the map. It was useful in some of the more complex maps for quickly drawing attention to the number of territories within a continent your opponent might already control. Please add the same functionality to the Map Information/Continents Overview panel in the new interface.
How this will benefit the site and/or other comments:
Adds some of the remaining unimplemented BOB functionality to the site.
