12 man advanced rule

In the Risk boardgame, they have the advanced rules which only allows any territory to have 12 men. Is there a possibility of having this game type added?

Interesting - would stop build games. But, it could be tricky with escalating. Perhaps if you were allowed to deploy as many as you liked but had to finish your turn with a max of 12

It's in the board game rules, if you can't place your men then too bad. It's the advanced rules

Would there be copyright issues if the rules of CC follow the rules of risk too closely?

Rule Variations for Risk Experts
Armies per Territory.
- During the game, you may not have more than 12 armies per territory. If because of this rule you are unable to place armies, then you lose those armies.
We always played this way when we were younger, it makes for really intense games

bottnecks screw this idea...
I once held Australia (agianst a player with the rest of the world) for hours in this manner becuase I could only be attacked by 12 armies at once
