separate section for maps that are still in development

When you create a new game, would it be worth having two sections of maps to choose from, one for established, sorted maps; one for beta versions, where the basic idea is done, the xml coded but it just needs a bit of play-testing to make sure it's balanced and iron-out any errors.
Then if you want to try something new, you can, on the understanding that it isn't totally tweaked. And you'll know that if it's in development there'll be somewhere to offer feedback on it.

and what if the unfinished maps counted for a different amount of points or something, so as to encourage people to play them a lot and thus find any and all bugs that might be present?

That seems potentially useful, although I'd be concerned that it would mean more unfinished (or even barely started) maps would be getting submitted, on the assumption that all the work of balancing can be put off until testing.
Also, would all new maps go to beta automatically? Would it be up to the map's creator to PM the map coordinator to get it switched to live status?

is there a map moderator or somesuch?
should every map proposal go for a vote to get into the beta testing area (yes/never/with work)
and then again to go from beta to 'sorted' (yes/no/with yet more work)
There'd have to be a set time limit that was the same for every map vote, i suppose...

I like this Idea I think that it should just be a seprate section though, or even just adding the word Beta to the map names, then after some feedback they could be updated and resubmitted as a finished version.
