I guess you could say this represents the beuraucratic and dogmatic friction of taking over another country, no matter how strong the alliance.
Although it might make team games too easy, I propose that players ne able to automatically take teammate-owned territories they attack without loosing any of their own armies.
Okay, maybe that is a bad idea....food for thought, tho.

Also, in team games, how about allowing card-trading? Like, when you finish making your attacks, you are given the option to choose ONE (or more?) of your cards to trade to a team-mate of your choice. When the receiving player's turn begins, they are given a message to the effect of:
"So-and-so offers to trade you his Uzbekistan card for one of yours; which of your cards do you wish to exchange for Uzbekistan?"

Eh? Ehhhh???? Wait, that's already in the to-do list under "never gonna happen", right? Okay, here's an idea for team games that's not:
Whenever you play a card that names a territory that a member of your team controls, that territory receives one bonus army.
(Or how about two bonus armies?)
